You're certainly entitled to believe whatever you like. It's been my experience that in the vast number of police brutality cases the suspect did something to get the beating. When suspects comply they don't typically get the shit beat out of them.

Odds are that if they felt the need to inflict so much physical damage there was good reason for it.
