The context......what was said by Gabbard was contested months ago.....history.
What Gabbard said

An assessment that at-that-time Iran was not currently building nukes.....not that they couldn't.......not that they wouldn't.......not that the might.......not they were not trying. Just that at the time they were not building nukes.
