IMO, there are two extreme ends of a spectrum; on the one hand, there's "Kill all black people 'cause they're black!" And on the other, there's "What? They're burning down businesses and dancing around like spastic apes and attacking/killing innocent people? I DON'T SEE ANYTHING WRONG WITH THAT!" There's a middle ground. Zero tolerance for TNB, but leave the ones who don't engage in it alone.
