Maybe not Canada but the US this is a possibility. I gave food to some beggars in Florida once & they were grateful. They didn't ask me for drugs. They were starving and they needed a meal.

Over here they'll bother and hassle you in the drive-thrus, begging for a "McChicken" or "Double Cheeseburger" the cheapest ones in McD's. And they'll take that burger straight to the crack dealer for a pebble.

The 400 reals they receive as welfare every month is used to binge for a couple days, really dangerous to go to certain areas during the last ten days of the month
They gather in squares and other areas closer to the places where they sell drugs and the "good samaritans" go there everyday to feed them.
So they never really need money to eat.

The scourge of drugs is immeasurable in the amount of loss, suffering, and societal upheaval. I'm glad someone feeds them.

I'm not saying it's easy being homeless, but they don't starve to death.Homeless people in the US suffer endless indignities and discomfort. Don't try to pretend everything's fine.
