I think the World Bank & the wealthier nations should punish countries like that but at the same time reward or provide economic incentives if they manage to control population growth & meet their targets. Really the major crisis facing the world isn't global warming it's overpopulation. If we really are experiencing global warming then it's really just a symptom of the latter.
