He was fired at least twice form charitable Veterans Organizations for his drinking, HELLO?
And I don't know, but I suspect drinking also played a part in his abrupt retirement from the Army.

"Is smoking cigars ..." refers to the act of smoking cigars.
"Are smoking cigars ..." refers to the practice of keeping company with cigars who are smoking. Although what those cigars might be smoking is beyond me. Perhaps they are smoking smaller cigars.
