They are including Hispanic and Latinos in the "White" category.

So that 69.8% figure is including Hispanic/Latinos.


Now if you look at the sections on the right where data is collected for Hispanic/Latino versus non-Hispanic/Latino, you will see that approximately 27.9% of all the rapes are done by Hispanic/Latinos.


That means the percentage of non-Hispanic/Latinos whites was approximately 69.8% - 27.9% = 41.9%

So while non-Hispanic/Latinos whites made up 57.8% of the population, they were underrepresented in rapes at 41.9%.
