This is going to make college even more difficult, most of what the DOE does is fund grants for the disadvantaged. I think the next big chunk of the budget is spend on funding education and services for special needs children.

It also funds small town schools too, several small Oregon towns schools are very nervous about.

If you had bothered to read the article you would have seen that the funding and services would be transferred to agencies better suited to the management of funding rather than hair-brained agenda ridden government sheep that bow to the NEA.

Funding for underprivileged will not be eliminated.
