Why does The Bunker in the White House need to be expanded and modernized?

Does this mean that America might be under attack on their own soil soon?

Or does this mean that a Civil War is expected sooner than later?

Or is this just updating something that was not up to modern day specs?

I know this is a subject that most people here will not be able to discuss because their "news" sources are not telling them what to think....
