My guess is they were extremely poorly educated and didn't know better. A lot of the people there were literally stone age hunter gatherers called Khoisan who had no written language. In fact their language is mostly made up of clicks. True story. The Germans lost the territory to the British in WW1 then gave the area to South Africa until around 1990. Germans descendents still make up a not insignificant portion of the population virtually all descended from the pre-WW1 German colonial population. They built roads, dams, irrigation systems, etc... In a state which is mostly desert so they still hold the best land.
