And yet we have much less of an excuse than the US for this flagrant sample of urban decay.
It shouldn't even exist in Canada because we have far fewer people, a better social safety net and should have enough dollars to fix the problem.
The city of Vancouver is having a $4 billion subway at $1 billion per mile being built and yet they cant fix the homeless problem?
