I think both things matter. One of the things that made all this big money issue so ingrained was the solidification of the 2-party system. All the money serves to drive out alternatives to the two parties. Many of the biggest donors give to both parties. And this is not news, everyone has known it’s been a growing issue and I think both parties have campaigned on campaign cash reform at various times over the years, and some not very effective reforms have been done.
