So, evidently (according to public officials, who have a stunning track record for honesty...) they're not domestic. And they're not foreign. And we ought to summarily rule out the notion that they're non-terrestrial; pretty unlikely E.T. would be outfitting space probes with terrestrial, FAA-compliant anti-collision lights.

The most plausible explanation is, of course, that somebody in our government is lying. Unprecedented, I know. The real question is why they're lying.
