Way-way past due. I. personally, have fell victim to those preferences in my business many time over the years. Grossly unfair, especially when our equipment was better suited to do the work, quicker and more economic. We actually have passed work through minority owned "ghost" businesses - and do the work ourselves billed through them. And we were not alone in doing that, this happens way more than people know. There are literally "fake" minority owned LLC's that do nothing but pass on bids through them so it counts as a MOB/WOB.
Finally the charade can end.
