Biden actually wrote the crime bill and built the war on drugs which has caused the racail disparities in criminal justice. Most all these crimes that result in harsher sentences are handled in democrat states.

Trump actually passed the First Step criminal justice reforms and those of us who voted for him were voting for that and more reforms to criminal justice.

You cant just whip out a chart that shows incarnation rates and blame your least favorite party. You need to break it down more and look at where most of these cases occur and what the laws are in that state and who passed them.
