They encourage black marketing with their market distorting taxation policies then are surprised that every Petty crook is black marketing. Around here a pack costs about $8 but if you go downtown there are people who bring them in from Tijuana selling them for $3-$4 on every street corner.

If you go down to TJ yourself you can get a cartoon for $13. That is $1.30 per pack.
