Depends on the forum.
Moderators, regular or Global, are basically just a Membergroup granted some administrative permissions.

Which permissions they get is entirely up to the Administrator and can be added or rescinded with a few clicks of the mouse. There are no immutable sets of permissions for certain membergroups that hold true across platforms and forums.
