Neither of those two morons know how civil service works.
The civil service was instituted after President Garfield was killed by a peeved partisan that wanted a Postmaster job adter supporting Garfield and not getting the job. It means that these people have to apply and be qualified for jobs. They can't be doled out by politicians as favors.
It's less corrupt. Thy want to corrupt the system in their favor.
