According to the CBC, apparently not. We can thank jean chretien for that one, and Trudeau for scrapping the attempts steven Harper made to do so.

At least even dementia Joe and his low I.Q. handlers have figured out it is wrong to let spies complete their mission. The last time they literally let the spy balloon (it is motorized and can be steered) complete it's mission before bothering to do anything.
