I agree regarding government contractors at all levels. For example with this topic, I'm sure it is private contractors who service and maintain the systems in question here. Such as whomever is involved with the draining of one of the main reservoirs that services the Pacific Palisades area for "maintenance."
It seems to me the issue isn't the contractors, who only do the work they are contracted and paid to do, but rather the government entities that oversee and manage that work. We should always expect competency in our government entities charged with serving the pubic. Here we see a clear breakdown in that basic competency.
Yes, the reservoir in question needed maintenance work done and someone in a government agency had to approve and give the go-ahead for that work to be done, but it had also been predicted through weather models for months that these Santa Ana Winds might kick up over the winter. Someone should have thought of that ...
