No, it appears to me that the Mullahs thought they had joined the nuke club and had to now be reckoned a nuclear power. They miscalculated in saying they had the materials, but not the actual bomb.

Even North Korea wasn't stupid enough to try and join the club until after they tested a real bomb.

Trump made the decision to start destroying Iranian military infrastructure out of an abundance of caution. To do nothing would only increase the probability of Islamists getting the bomb and mature ballistic missile systems able to deliver such payloads. This would have been an even bigger mess for future Administrations.
