They're still counting votes in California. See, the trick is they have to wait until all the Republican votes are counted, then they know how many Democrat votes they have to "find" to win the election.

2020 is a prime illustration of how it works. Take Pennsylvania for example. At 12 midnight EST on election night Trump was comfortably ahead by over 200,000 votes, but lo and behold in the wee hours of the morning there were dozens of "ballot drops" in heavily Democrat urban areas that were all roughly 96% for Biden, giving Biden the amazing come-from-behind victory by a scant 20,000 or so votes.
