Here's a science lesson: The grayish white color of concrete reflects sunlight, and thus retains less heat. When you paint a concrete surface a dark color, it retains more heat. Add water from the river and algae thrives in the heat. So by painting the surface for the reflecting pool a dark color, you breed algae.
