The Military has always had Testosterone Treatment available. Fun Fact: Less than .5% of adult males suffer from hypogonadism the primary condition that indicates a need for a boost of testosterone.
In a normal sane society the Secretary of Defense has far more important and weighty matters to address in his role, than a minor medical issue that is under the purview of the medical community. I'll take my medical advice from doctors, not hack lapdogs who got their position based solely on their ability to say "Yes Mr President!"
