Here's what I suggest on that:
. There is an incentive to protect the POTUS against private wrong doing allegations
because were they all were held to the highest standard in personal (non-office) conduct,
then it would be a disincentive against seeking the office at all.
So there is a code, a club,
like the code of English school boys never to tattle on one another
regardless of personal relations.

however...
In this particular case, I believe we've reached a crisis point where the Presidency as a branch of government has need of protection against the indignity of any individual holder, because we have never seen such a disregard for it in favor of personal aggrandizement and disregard for "the People".
