It would have to be fusion based, nuclear, hydrogen, or maybe a Tesla technology.

21 trillion is not chump change.

These things would have to be able to seal off completely as the surface gets incinerated or flooded...which makes undersea ones seem viable for purpose.

I've never looked into that topic.

As for the energy source, if it's the coastal facilities my guesses would be geothermal or tidal. If the facilities are inland I'd presume geothermal unless they're sitting on some kind of fusion reactor tech.
