P-EBT is this good policy?

So part of the recent giant 3rd stimulus bill which democrats forced through two months ago includes "Emergency Pandemic Relief Food Stamps", called P-EBT, which they are sending out to every 5-18 year old student enrolled in a public school. Everyone gets it without any checks on need or income.

We recently received P-EBT cards for both of our boys and neither my wife and I knew what it was, why it had been mailed to us, or if it was some sort of scam or not. While it is nice to get and extra $325 to spend on food per child (I don't know if this is a one time payment or a reoccurring monthly payment) but we really don't need it and I imagine most people who got these cards in the mail out of the blue need it either.

Wouldn't it be a better use of public tax money to means test programs like this? I mean folks already get $235 per month per person for food stamps if they meet income requirements (which have been made so easy to qualify for that a family of four could be making up to $80,000 per year and still qualify) so why slush out an extra $325 per child? How much do they really think a child can eat? Also why give it to people with a couple million in assets? Is this good policy?

Background for people who don't know what I am talking about. Basically, if a child is enrolled in public school then they get mailed an ebt card with up to $365 via the food stamps program and it gets recharged each month. No application or income check needed. This seems wrong headed and a waste to me especially as welfare programs should be more targeted.

Should people living in million door homes with $100,000 worth of cars in the driveway be given food stamps? How about we start means testing these welfare programs?

There is another big problem in that they are giving this to everyone so that means tens of millions of welfare money are also being given to illegal aliens.
