Because the six state legislatures did not authorize fraud as a basis for selecting electors, Raiklin contends, those states could not and did not validly certify their electors on Dec. 14.

By Jan 6th that had not occurred and therefore, more than likely, made Pence feel like he would be acting unilaterally if he upended the results based on highly credible suspicion

I believe history will look favorably upon Pence

Sure, the nation suffered as a result of the fraud and that is what I believe Trump was worried about since he's an operational thinker but Pence knew the preservation of the process itself was more important since he's more of a morality type thinker.
