Canada is also very expensive Internet phone service. Big Country like the US so you pay more here. Portugal is a small country. Easier to build and maintain Internet fibre optic lines.

But if an American visits Canada with their own phone plans not sure if it would affect them. I've seen where they get off the plane, they turn on roaming and a Canadian provider kicks in. But the American might not be affected by Canadian data limits. Just those from the provider in the USA.
