When I was in the US, I saw up close how these things worked

All you needed to do was to say you came to the US illegally and they'd accept id cards and birth certificates

Some would max out their credit cards and just go back to their countries of origin

Of course, that was 20 years ago, I don't know if it still happens today, at least outside of Minnesota

Wait. A Brazilian citizen can board a plane WITHOUT A PASPORT. and get one at the embassy in NYC?

No, they can go to Mexico, lose or claim to lose it while crossing to the US. And when it's time to go back, they go to NYC and get a passport. Understand?
