Right off the bat, I'd have an announcement that no public sidewalk ANYWHERE could have a tent or possessions on it. After 2 weeks, the riot police would be out rousting bums, followed by city workers and trash trucks and ALL THEIR SHIT would be tossed! Anyone fucking around would get maced and cuffed. ANY threatening behavior with needles, knives, etc would be met with lethal force.

And then you'd put them in a gas chamber and turn on the gas, right? I mean, they have to end up somewhere.
