Wrt the water system... I would suggest we copy something like the Israeli water authority which by law must be completely non-political, is required by law to be as financially efficient as possible (and private individuals can go to court to force spending changes if they find waste or over spending forcing spending reductions), it is exempted from most laws other than safety (no politicians can force big price increases by demanding corrupt union contracts for instance), and the agency automatically gets a percentage of total government income. That might be a good way to go.

It's only surprising to you because your stupidity brushes all people with the "woke" brush stroke without every knowing anything about them.
