NO. IT. WASN'T.
See, it turns out that painting the bottom of the pool dark blue to make it "prettier" had an unintended consequence your idiot Developer in Chief and his idiot "pool guys" who'd never coated a pool before never considered: the darker color heats the water extra fast, and the higher temperature speeds up algae growth.
So, not only did he fail to fix the one problem he set out to fix, he made the whole thing WORSE by being a dipsh*t.
