Senile @Joe is being forced out of the job market soon, and due to poor financial planning, he needs an income stream apart from his government disability pension.

@Joe is really hoping to uncover a business opportunity that falls within his skill set. And given his very limited skill set, so far he has come up with nothing.

But he knows that he wants to lease an office. He has no idea if he even needs an office. Because he has no idea what kind of business he is qualified to run. But he has decided that leasing an office is a good idea.
