On May 23, 1958 "The great leap forward" is promulgated by the 8th Chinese Communist Congress under Mao Zedong. This 5 year plan emphasized the construction of thousands of backyard steel furnaces in place of large steel mills. Agriculturally, peasants were forced into agrarian communes. The plan was so poorly planned and organized that the backyard steel furnaces produced such inferior quality steel it was unusable. China experienced better than average weather but centralized organization was so incompetent a man-made famine ensued anyway. An estimated 30-55 million Chinese citizens starved to death, were executed, or died from exhausted and forced hard labor. The 5 year plan was abandoned altogether by 1961.
