Thing is, if companies are going to eliminate American jobs, why not just tax them the same amount they save by outsourcing these jobs?

That way, there's no financial benefit or incentive for them to outsource. And the jobs along with the taxe paid by the doemitic employee would remain at home.

What do you think? Should comopanies be able to outsource jobs overseas without penalty?

Or should the government 'lay on the wood'?

No, that will just make businesses even less competitive and result in even fewer jobs. What governments need to do is cut costs and lower taxes as well as regulations. That will actually result in more competition and economic growth.

@Joe This has been happening in Canada for a long time.

@Joe You must have noticed the strong foreign accents of many telephone solicitors. And if you needed to call for support for many services of Canadian companies.

@Joe My wife retired at the end of 2019 because Manulife was cutting jobs in Canada. Many Canadian employees were being replaced by workers in the Philippines. And a lot of their IS jobs have been done by consulting companies in India for quite a while.

@Joe If companies can provide the same products and services for less cost, then they can offer lower pricing to the consumer. That would be preferable over sending more taxes to the government.
