She did not get it for $400. She committed to overpaying for a phone plan for probably 24-36 months.
They just take the "savings" on the phone and roll it into the monthly bill.
At the end of the day she might save $100 bucks or so, but she might actually end up paying more if phone plans decrease in price (while she is locked-in at the higher price plus the premium on the phone "savings").
