If they were really concerned they would have alerted the owner and maybe even authorities.

There's jurisdictional limits, the time it takes to investigate if the authorities even choose to do so, etc. They get so many calls and emails from people accusing others of all kinds of crimes as a form of revenge it's ridiculous. Cyber crime is difficult to prosecute.
