It's form the Viet Nam war, Marines and Soldiers were often set out into the jungle to set up temporary camps or landing zones, and they were set up a perimeter of concertina wire as a fence....so the fence/wire became a big thing to the grunts in the bush and phrases like "They're coming over the wire" "They're just outside the wire!" were formed.

The Marine Colonel was deep inside North Vietnam with about 4 Montangards doing recon. they were suddenly face toffee with NVA Soldiers, who asked why my Marine guy was so big, the 'story' they had was that he was a retard, to which the Laughed and offered him a cigarette...
