Im pretty sure they clamped down on it at some point, football supporters are trouble makers as it is
 
I took a summer term class in the 80's from a native Oregonian who'd gone to the UK to get a Phd at some Diploma mill over there and stayed, he had a scar on his face that looked like a early 20th Century German Officer sabre scar...he got it in a pub on a Saturday afternoon, where he said the soccer hooligans would guzzle down pint after pint because they didn't serve at the matches until the pubs closed like an hour before the game started and they, he'd tapped a guy on the shoulder at the bat next to him and the soccer hooligan whirled around and smacked him right in the face with a beer mug...(Details might be off a bit, it wasn't to be on the mid term so I didn't pay much attention)
