What a goofy solution! The fix is in system settings not browser settings. Set scroll bar appearance to always, and check System Settings > Accessibility. Choose Pointer Control and then click Mouse Options. You will see a setting for Scroll speed. If the slider is all the way to the left, that could be the cause of your problem.I got my scroll bar back, by disabling java script lolwtf!
