I got my scroll bar back, by disabling java script lolwtf!
What a goofy solution! The fix is in system settings not browser settings. Set scroll bar appearance to always, and check System Settings > Accessibility. Choose Pointer Control and then click Mouse Options. You will see a setting for Scroll speed. If the slider is all the way to the left, that could be the cause of your problem.
