Well, there's two ingredients to a fire tornado. Fire and wind. So take preventative measures against fires, and the wind can't spin anything up into a fire tornado. Presumably.

That needs to be investigated; how they're starting, the conditions under which they're able to spread so rapidly -- and while the Santa Anas are a strong contributing factor, they're not the ONLY contributing factor.
