Probably because they're not productive. I'd like to see more than a few people gone from the store I work at. Looking at their phones, talking, taking extended breaks ... no responsibility.

It might also be a case of paying a decent wage/salary...then piling on extra tasks with no more pay increases til their productivity suffers.
