You can get New Vegas on console, but it can't be modded on them.

Your PC would run it just fine. I'm running it on an HP shitbox with Core i5-9400, 32GB of DDR4-3200 memory, and only Intel UHD 630 integrated graphics. You have to optimize the living shit out of the game to get it playable on these specs, but it can be done.

I've been gaming for a little north of 40 years now and it's been my experience that consoles are more stable.

New Vegas is... not all that stable without modding. Bethesda rushed Obsidian through the development process, gave them only 18 months. So the game came out pretty much like a Jenga tower. Mods like the 4GB Patch and others have shored it up pretty well.
