I think it might be because of China's former one birth policy. They are projected to have a population crash.

However, I know Africa is supposed to grow in population and I'm not sure what's happening in India.

They should be fine. Only the civilized nations believe in nonsense like birth control and managed population, and those nations are being decivilized by accepting the overflow from nations that don't. Those two boys should have no fear.
