Its worded like that so that people will think the "people back this" even though the numbers say otherwise. It's a mind control tactic. Much like all the other propaganda we have seen from the corporate media the past.....well longer than 4 years.

You can say the people "narrowly back it" while showing those numbers. It's basically saying they dont but backwards.

Right now, this is wasting tax dollars on political theater bullshit that has nothing to do with what's right or good for the people.
