In the US every police officer knows that he can be killed at any time, because of all the legal and illegal weapens (guns) that are there. Then NEED to act like this, to save their lives. If they do not immediately overpower the alledged criminals, they might have to pay with their own life. George did not do what was told to him, they had to act like they did. This is what they have learned and what is normal for police officers to do.
Criminating them for it does not make sense, then all police officers are criminals for following their training.
George should have done as he was told, he knew this by experience.
