All drugs have been decriminalized in Portugal, and that law, enacted about 12 years ago, has drastically reduced the number of drug addicts in the country. People aren't drug addicts because they were born bad. They are drug addicts because their lives are difficult, or they got addicted due to medical issues. They need help. Then, people get treated at a much greater rate, and it is possible to decrease drug addiction. Why do you think governments decriminalize drugs at all? Most of these items end up being sold on the secondary market or on the internet of cash which is then used to buy drugs. Cut the fukin taxes and fees these businesses have to pay. Why should a business pay more for electricity for instance?

That would help especially in the long run but without basic law and order? It still wouldn't change the tide. You have to have law and order for businesses to thrive and the left is deliberately undermining that.
