I thought about this and came up with the best analogy to explain what's supposed to happen when politics are kept out of a pandemic.
They function as the net, catching most of "fish" so as to not "overwhelm" the healthcare system. See the fish that are falling out of the net? Those are the ones that are the ones that need medical intervention, the vaccine didn't work for them, they were infected just before they got their second dose, etc.
It's not a perfect analogy, but it shows the intent is to capture the biggest amount of people with a relatively inexpensive and robust method of keeping them from getting sick.
